National Development Council (hereinafter referred to as the Council) cooperates with the Executive Yuan to promote The Public Policy Online Participation Network Platform. We strive to make policies and plans of administrative agencies open and transparent as well as enhancing the participation of and communication with the general public. The Council, based on respecting and protecting users’ personal privacy, assists you in understanding how this Platform collects, uses, and protects your personal information. Please read carefully about the privacy protection and information security policy of this Platform.
The following policy is applicable to you when your activity on this Platform involves personal information collection, processing, and utilization. However, the policy does not apply to the linking and connecting of data between this Platform and other government agencies or other websites. Any data that links and connects to other websites is subject to other websites’ policy for privacy protection and information security. This Platform does not bear any joint responsibility.
For the browsing and downloading activities on the Platform, the Platform’s server will keep your browsing and searching records, which includes your IP address, time, browsing and subscribing records, and so on. The data is used for the analysis of internal traffic and online behavior surveys conducted by the Platform management department to improve the Platform’s service quality. If the data is used for statistical or academic research for public interests, the data will be de-identified so that the particular party cannot be identified.
This Platform will never sell, exchange, or rent any of your data to other groups, individuals, or private corporations. When we use your data, the purpose will be consistent with the specific purpose of collecting your data. However, if one of the following circumstances occur, it is considered as use for specific purposes:

(2) To safeguard national security or improve public interests.
(3) To avoid the danger of a particular individual’s life, body, liberty, or property.
(4) To prevent enormous harm to others’ rights and interests.
(5) Government agencies and research institutions, based on the needs for statistical or academic research for public interests, de-identify data that is received from data providers or collectors.
(6) Beneficial to the particular individual’s rights and interests.
(7) Receiving written content from the particular individual.
A cookie is a small text file that the server writes to the user’s hard drive via a browser to distinguish the user’s preferences. This Platform will write and read Cookies via your browser. You can reject the execution of Cookies in your browser settings, which will not affect your use of the Platform’s services. The aforementioned Cookies will only mark the individual linker’s browser, record the browsed webpages on the Platform in the browser, and analyze the browsing number and browsing mode as a reference for improving the Platform’s services. Particular individuals will not be recognized. If there is a need for statistical or academic research based on public interests, the data de-identification process will be conducted to make particular individuals unidentifiable.
Verification System: This Platform uses the API connecting system. The verification system only provides matching or mismatched information based on the Resident Certificate Number and date of birth entered by particular individuals. The Platform does not save any data. Scope of Application: Restricted to personal verification. The entered data and corresponding information from the system after being transferred and confirmed by agencies will be deleted once the verification is completed. Entered data that is used by various agencies will be saved in the cloud computer room of the Platform’s host computer. After the data is used and without any requirements to save, it will be deleted and cannot be retrieved.
To maintain the Platform’s information security and ensure the Platform continues providing services to you, we provide the following security and protection measures:
Use a network intrusion detection to monitor network traffic to identify unauthorized attempts to upload or change webpage information as well as vandalism.
Install a firewall to prevent illegal intrusion, damage, or stealing or destroying of data. To prevent the Platform from being used illegally and protect your rights and interests.
Install anti-virus software and regularly clean up viruses to provide you with a safer environment for webpage browsing.
Simulate hacker attacks from time to time, and run drills for system recovery procedures in case of security incidents. Provide appropriate levels of security defense.
Back up data regularly, and save all the backup data to the backup host.
Please keep your personal information safe and do not provide it to any third party to protect your rights and interests. If you share a computer with others or use a public computer, please log out of your account and close the browser after you finish. Reminder: Your voluntarily disclosure of personal information on the Internet (such as in discussion areas, message boards, chat areas, etc.) will result in the possibility of others collecting and using your personal information. You may also receive e-mails from others you do not know.
If the terms of this policy for privacy protection and information security are amended, there will be an announcement on this Platform. Please pay attention to the announcements of any amended policy.
